À l’origine du musée se trouve un groupe de Catésiens passionnés : Ernest Gaillard, architecte, François Faugeroux, juge de paix, Maurice Guillot, pâtissier, et Robert Poulain, adjoint, soutenus par le Maire, Marcel Eloire. Ils contactent Henri Matisse dès 1934. Touché par l’intention, l’artiste donne plus de 70 œuvres à sa ville natale pour la fondation d’un musée dans l’hôtel de ville. L’institution ouvre le 8 novembre 1952, en l’absence de Matisse, âgé de plus de 80 ans, mais en présence de ses enfants et de son assistante Lydia Delectorskaya. En 1955 et 1956, d’autres artistes font à leur tour des dons : Marcel Gromaire et Auguste Herbin, qui a grandi au Cateau. En 1982, le musée municipal déménage dans le Palais Fénelon, la collection s’agrandissant encore avec la donation de Geneviève Claisse. Il est départementalisé en 1992. Suite à la première extension du musée en 1999-2002, Alice Tériade, veuve de l’éditeur prolifique Tériade, fait entrer au musée du Cateau les artistes majeurs du XXe siècle et des avant-gardes artistiques et intellectuelles avec plus de 600 œuvres ajoutées à la collection. Un fonds photographique et un fonds d’art contemporain sont constitués en parallèle, dès 1952.
