Originaire de Beaune, Félix Ziem arrive dans le Midi en 1839 et tombe amoureux de la mer. Il revient installer un atelier à Martigues en 1860. En 1908, la ville décide de créer un musée en son honneur. A son ouverture, en 1910, l'établissement est spécialisé dans la peinture provençale de la fin du XIXe et du début du XXe siècle. Après la mort de Ziem, l'établissement bénéficie d'importantes donations de la part de la veuve de l'artiste (1912) puis de sa petite fille (1991) qui lègue à la ville l'intégralité du fonds d'atelier du peintre contenant de très nombreux dessins, aquarelles et pochades ... A cette date, le fonds permanent s'est déjà diversifié en accueillant des collections archéologiques et ethnographiques issues du musée dit du Vieux Martigues, établissement associatif crée en 1936 et disparu en 1885. L'art moderne et contemporain y est déjà également présent depuis le milieu des années 1970. Le musée continue depuis à développer l'ensemble de ces collections en achetant ou en bénéficiant de donations tous les ans.
