Les collections du musée ont été constituées à l’initiative de la Société "Les Amis d’Annonay" fondée par César Filhol en 1920. Entouré de quelques amis, il se consacre jusqu’à sa mort en 1941 à rechercher tous les témoins historiques qu’il pouvait trouver dans la région. Le 1er avril 1968, les "Amis d’Annonay" font don de leur collection à la Municipalité qui décide de les installer dans l’ancien tribunal. La ville d’Annonay restaura cet immeuble en 1969-1970 et l’aménagea intérieurement en 1972-1973 pour recevoir les collections municipales. L’inauguration du musée Vivarois César Filhol eut lieu le 8 juin 1973 dans ces impressionnants locaux de l’ancien bailliage.
