Camille Tavet (1829-1890), né à Paris, élevé à Chars par ses grands-parents. adhère dès 1879 à la Société historique de Pontoise. Il en est nommé archiviste-bibliothécaire en 1884. Il s'occupe activement de la préservation du patrimoine, est nommé membre de la Commission des Antiquaires et des Arts du département, et entreprend un travail (resté malheureusement inachevé) sur les édifices religieux du canton de Marines. Le tribunal de Pontoise abandonne (en assez triste état) le magnifique hôtel d'Estouteville, naguère siège du Grand Vicariat. La ville de Pontoise n'a pas les moyens de le racheter. Camille Tavet propose de lui avancer la somme ( 25.000 francs), à condition qu'on lui loue le bâtiment pendant vingt-cinq ans ; il s'engage à le restaurer sous la direction d'un architecte des Beaux-Arts, pour en faire un musée. Son épouse achèvera ce programme, et le musée prendra à sa mort, le nom de Musée Tavet. Camille Tavet collecte des donations (1892 - 1902) et lègue ses propres collections au musée. Le bâtiment est notamment restauré en 1948 et 1960. En 1968, le musée reçoit l'importante donation Freundlich (Fonds d'atelier d'Otto Freundlich et de Jeanne Kosnick-Kloss) qui réoriente les collections vers le XXe siècle, et en particulier l'art non figuratif et construit (Art Concret). Une annexe est inaugurée en 1980 : le musée Camille-Pissarro, dédié à la peinture de paysage dans la vallée de l'Oise entre 1850 et 1914. Les deux musées demeurent étroitement solidaires tant par leurs collections que pour leur gestion (inventaires, personnels, espaces techniques, réserves et budgets communs).
