La collection du Musée Picasso a été créée grâce à deux dations, successivement consenties à l’État par les héritiers de Pablo Picasso en 1979, puis par ceux de Jacqueline Picasso en 1990. Elle a été ensuite complétée par d’exceptionnels ensembles. La Collection particulière de Picasso a été donnée, selon le vœu de Picasso, à l’Etat par ses héritiers. Elle réunissait initialement une cinquantaine d’œuvres de maîtres anciens et modernes qui sont entrées par une donation en 1973. Une seconde donation de ses héritiers, effectuée en 1978, a complété et enrichi cet ensemble (150 œuvres). Les archives personnelles de Picasso ont été déposées par ses héritiers en 1978 pour pré-classement, puis sont entrées dans les collections nationales par une donation en 1992 (200.000 pièces). Dans la perspective de la création du Musée Picasso, d’importants legs, dations ou donations ont été effectués à partir de 1980 par les amis et proches de Picasso. Une politique d’acquisition à titre onéreux a été régulièrement menée par le musée depuis sa création en 1985. Elle a permis l’entrée dans les collections nationales de plus d’un millier d’œuvres. Cette exceptionnelle collection confère au musée national Picasso-Paris un rôle central au plan international, tant pour la présentation de l’œuvre de Picasso, que pour la recherche relative à sa vie ou à son œuvre et sur l’art moderne en général.
