En 1924, le comte Moïse de Camondo lègue à l'Etat son hôtel et ses collections, afin d'en faire un musée qui porte le nom de son fils, mort au combat en 1917, et honore la mémoire du défunt. Dans son testament, le collectionneur désigne le musée des Arts décoratifs (Union centrale des Arts décoratifs) comme son légataire universel. Il précise qu'il s'est attaché à « la reconstitution d'une demeure artistique du 18e siècle » et assortit son legs de clauses restrictives : interdiction de déplacer les œuvres, sauf au sein d'une même salle, impossibilité d'enrichir la collection XVIIIe siècle, à l'exception des livres de la bibliothèque, interdiction de prêter des œuvres à des expositions en France ou à l'étranger (codicille, 1932).
