Compiègne est une ancienne demeure de souverains. Le musée s'attache à restituer ce qui fut leur cadre de vie. La remise en état des appartements est fondée sur la méthode de restitution des états historiques, appliquée ici depuis 1943. Le but est de rendre à une pièce l'aspect qu'elle présentait à une date précise, choisie en fonction des possibilités de présenter un état historique aussi complet que possible. Une grande partie des Grands Appartements est restituée dans un état Premier Empire. Certaines pièces sont présentées dans leur état Louis XVI, d'autres dans leur état Second Empire. Le château de Compiègne occupe une place de choix dans l'histoire du Second Empire. Napoléon III et l'impératrice Eugénie y ont laissé l'empreinte indélébile de leurs fréquents séjours. Il était donc légitime d'y implanter un Musée du Second Empire où l'on réunit d'abord les objets et les œuvres restés à Compiègne depuis 1870. En 1951, le dépôt de la collection Ferrand permet de créer le Musée de l'Impératrice. En 1953, le Musée du Second Empire prend une extension considérable avec le dépôt d’œuvres jusque là conservées au musée national du château de Malmaison, auxquelles viennent s'ajouter, en 1968, les collections de S.A.I. le prince Napoléon et, à des dates diverses, les fonds provenant des ateliers du peintre Thomas Couture et du sculpteur Jean-Baptiste Carpeaux.
