Créé officiellement en 1872, le musée de Louviers est installé depuis 1888 dans le bâtiment actuel, place Ernest Thorel, grâce à la générosité d'Edouard Lanon qui, en 1881, finança sa construction afin d'y présenter sa collection léguée à la ville. Le fonds de collection du musée a été constitué d'achats et de nombreux dons et legs (legs Vignon et Lalun, donation Roussel...). Au cours du siècle dernier, le musée s'est enrichi dans des domaines nombreux et variés : faïence, mobilier, sculpture, archéologie, peinture, photographie, industrie textile, ethnologie, technique (avec une dominante textile). Il a également bénéficié de nombreux dépôts de l’État. On estime aujourd'hui sa collection à environ 38.000 objets. En 1995, la municipalité a lancé une opération globale de conservation et d'étude des collections, dans une perspective de rénovation du musée.
