Fondée en 1979, l'association des Amis de Jules Desbois est à l'origine de ce musée. Composée dès son origine de collectionneurs et de passionnés, l'association a rassemblé petit à petit, dans le village natal de l'artiste, des œuvres mais aussi des objets, provenant de son atelier. En 2001, le village de Parçay-les-Pins prend le relais et offre à Jules Desbois, l'enfant du pays, son musée. En partie propriétaire des collections, la commune fait aussi appel à de institutions pour obtenir des dépôts de sculptures. On compte aujourd'hui environ 150 pièces répertoriées. De nouvelles pièces intègrent régulièrement les collections, grâce à l'aide de l'association. Sous la tutelle scientifique du conservateur départemental, les collections sont gérées par le personnel de la Direction Associée des Amis des Musées Municipaux.
