Le 11 avril 1868, naît officiellement le musée municipal, fondé par le peintre Louis-Alexandre Dubourg, né à Honfleur. Installé dans l'hôtel de ville jusqu'en 1924, il est transféré, à cette date, dans la chapelle du couvent des Augustines. A ce noyau initial se sont ajoutés en 1974 un bâtiment moderne de trois étages et, en 1988, un bâtiment ancien réaménagé permettant la présentation sur deux niveaux des œuvres du XIXe siècle A sa mort, en 1898, Eugène Boudin lègue à la Ville un certain nombre d’œuvres, certaines de sa main, mais principalement d'amis. Au vingtième siècle, plusieurs donations (Katia Granoff, Hambourg-Rachet, Michel Monet...) viennent enrichir les collections.
