Le musée est né de la donation exceptionnelle faite par le peintre Maurice Estève (1904-2001) et son épouse à la ville de Bourges en 1985. Il a été inauguré en 1987 dans l'ancien Hôtel des Échevins. Les collections ont par la suite été enrichies par deux donations supplémentaires en 1989 (aquarelle, collage, tapisserie, peinture) et 1997 (lithographies). Le musée a fermé ses portes entre 2023 Et 2025 pour une période de rénovation. A cette occasion la scénographie du parcours permanent a été renouvelée et une partie des collections a fait l’objet de restaurations.
