Créé au moment du rachat par la ville des collections de François Henri Duchevreuil, ce musée, qui ouvre ses portes en 1832, est le premier à exister à Cherbourg. Suite à la création de ce musée affluent de nombreux dons de particuliers qui enrichissent le fonds muséologique des débuts. Hébergé primitivement à l'hôtel de ville, le musée rassemble indistinctement des pièces archéologiques et divers objets curieux voisinant avec des ensembles de tableaux et objets d'arts dans l'esprit des cabinets de curiosités. Au sein de ce musée se constituent les collections de l'expert en peinture Thomas Henry et du sculpteur Armand Le Véel. De 1867 à 1870, l'astronome Emmanuel Liais organise sa maison pour en faire un musée, qu'il lègue à la commune en 1900. On y transfère les collections en 1904 à l'exception des tableaux qui restent à l'hôtel de ville. La réorganisation des présentations ethnographiques et archéologiques, et celles d'histoire naturelle se fait sous la direction du docteur Collignon entre 1910-1912. Une organisation qui est maintenue, faisant du muséum Emmanuel Liais un témoin de la muséographie du début du XXe siècle. Le muséum Liais est actuellement fermé. Les travaux de rénovation du bâtiment seront intégrés dans un projet muséographique et architectural, en gardant l’esprit du cabinet de curiosités.
