Le musée est fondé en 1930 par des passionnés de la culture locale. Auparavant les collections rassemblées étaient exposées chez l'un des fondateurs. Le musée est inauguré en 1933. La même année, l’Académie Nationale de Reims décerne son prix annuel d’ethnographie (fondation Hugues Krafft) au musée du Rethélois et du Porcien. Les collections sont présentées au public dans plusieurs salles du Tribunal de Rethel. Faute de place, elles déménagent en 1938 (une partie est mise à l'abri durant la guerre). Elles retournent finalement au Tribunal où plus d'espace leur est consacré. La ville rétrocède le Tribunal dans les années 1980. Les collections sont depuis en réserves et sont présentées lors d'expositions temporaires à l'hôtel de ville ou à l'occasion de prêts. Depuis le 20 octobre 2018, un espace de 140 m2 à la médiathèque-musée l'Agora de la Communauté de Communes du Pays rethélois permet de présenter les collections lors d'expositions temporaires dont la thématique est reprise dans toute l'offre culturelle de la structure.
