Lors de sa fondation en 1922, la société Julien Sacaze se fixe comme objectif la protection des richesses de toutes sortes dispersées dans les hautes vallées du Comminges, le maintien des usages locaux et des traditions montagnardes et la création et la conservation d’un musée essentiellement Luchonnais. Les collections sont constituées par la collecte de vestiges romains lors des fouilles des anciens thermes, par des dons et quelques achats d'objets ayant trait au pyrénéisme, aux notabilités et curistes de renom (tel Edmond Rostand, la duchesse de Berry...), aux sports d'hiver, à la zoologie, aux arts et traditions populaires locales.
