En 1901, Julien Salles achète le château de Flers et son domaine pour le compte de la ville. Ce château est devenu un point central de la vie culturelle de la cité. Salles y a transféré l'hôtel de ville et y a installé le musée municipal, marquant ainsi la naissance du musée du château de Flers. Avant l'achat du château, un petit musée cantonal existait déjà, mais avec des collections relativement modestes. Grâce à l'engagement de Julien Salles, un budget est débloqué pour l'aménagement du musée, l'entretien des bâtiments et l'acquisition de nouvelles œuvres d'art. Ce musée peut se développer de manière significative et s'enrichir grâce à ses efforts. A sa mort, il lègue à la ville de Flers son importante collection de peinture, dans laquelle, on trouve des noms prestigieux de la peinture du dix-neuvième siècle. Aujourd'hui, la collection est riche de près de 4 000 objets dont 300 peintures.
