Le musée est rattaché à l’École militaire de spécialisation de l'outre-mer et l'étranger (EMSOME) stationnée à Rueil-Malmaison. Créé en 1981, le musée se développe grâce au soutien de l'association des amis du musée, qui permet la construction de deux premières extensions et le doublement de la surface initiale, pour la porter à près de 2.000 m². Le projet d'une troisième extension est à l'étude. Les collections sont constituées d'uniformes, armes, coiffures, insignes et décorations, affiches, dessins, peintures, documents photographiques, pièces d'archives, souvenirs de personnages illustres ou moins célèbres. Environ vingt mille objets dont près de cinq mille sont exposés dans les collections permanentes.
