Le musée est ouvert au public en mars 1992, au second étage du centre de la Vieille Charité. Sa vocation est de montrer ce que les occidentaux appellent des « œuvres d'Art », issues de ces trois continents. Deux collections sont à l'origine de ce musée, la donation Guerre et la collection Henri Gastaut, auxquelles sont venues s'ajouter des acquisitions régulières d’œuvres importantes telles que J. Kerchache, A. de Monbrison, P. Guimiot, F. Reichenbach, J.P. Barbier, Arman...
