Ovide Scribe, né dans la Somme en 1841, s’installe à Romorantin en 1880, invité par son ami Paul Besnard, alors conseiller municipal. Scribe devient, en 1882, professeur de dessin au collège ainsi que le premier conservateur du musée, créé la même année. Il lègue à la Ville sa collection d’œuvres d’art en 1909. Au début des années 1950, un projet de musée d'arts et traditions populaires voit le jour. Le noyau des collections est constitué par un dépôt du musée national des arts et traditions populaires. Lors d'une vente publique du fonds d'atelier du peintre Henri Helis (1872-1945), le 7 mars 2024, la Ville a acquis : – le fonds d'archive du peintre, composé de 300 documents à la fois familiaux et professionnels sur l’étendue de sa carrière – un lot de 20 photographies, dont certaines ont été prises par le peintre lui-même et des portraits de lui et de sa famille. Lors de cette même vente, l’association des Amis du musée a, quant à elle, acquis au profit du musée un fusain, cinq huiles sur toile et un lot de 20 photographies du peintre. Un généreux donateur a offert la palette du peintre.
