En 1972, à Saint-Seurin-de-Bourg, dans sa propriété du « Clos des Cèdres », Abel Rabotin, restaure et entretient son importante collection de voitures hippomobiles, de selles ainsi que de harnais. Après son décès, la commune de Bourg, avec l'aide du Fonds Régional d'Acquisition pour les musées, achète aux enfants d'Abel Rabotin ce patrimoine local. Dans le prestigieux cadre du parc de la Citadelle, la commune fait construire un musée qui, par son architecture, rappelle les écuries d'antan. Le « musée de la voiture à cheval » ouvre ses portes en avril 1995, avec ses nouvelles acquisitions. Dès 1998, le Conseil Municipal décide d'ouvrir de nouveaux espaces d'accueil.
