La Cité de l'Image regroupe le Musée de l'image, établissement public géré par la Ville d’Épinal et l'Imagerie d'Épinal, entreprise privée créée à la fin du XVIIIe siècle et toujours en activité. La tradition imagière à Épinal remonte au XVIIe siècle, avec Claude Cardinet, puis Jean-Charles Didier, mais ce sont surtout les imageries Pellerin et Pinot, au XIXe siècle, qui ont fait la renommée de la ville. En inaugurant le Musée de l’Image en 2003, la Ville d’Épinal a souhaité valoriser cette histoire. À ses débuts, la collection était constituée de plusieurs fonds historiques provenant, entre autres, des archives anciennes de la Ville, de la bibliothèque municipale, du Musée départemental d’Art Ancien et Contemporain et de l’Imagerie d’Épinal. De nombreuses acquisitions ont suivi, dont celle de la collection Henri George (environ 85.000 images acquises par la Ville d’Épinal en 2010), qui a tout simplement triplé le nombre d’images du musée. Au total, le musée réunit plus de 110.000 images.
