La première collection du musée a été léguée en 1994 par Armand Nogues, ancien maire de la commune et industriel spécialisé dans le construction des charpentes métalliques. Pierre Bordier, maire de Saint Fargeau jusqu'en 2008, s'est rapidement engagé à libérer l'ancienne mairie pour accueillir la collection devenue publique. En 1995, le musée du phonographe est inauguré exposant une première série d'appareils issu de la collection Nogues. En 2000, le Conseil général de l'Yonne achète une collection de phonographes, de radios, d'instruments de musique mécanique rassemblé par Michel Héliez et présentée dans le musée du Phonographe et de la radio à Lanobre. Cette acquisition est déposée à Saint-Fargeau, favorisant ainsi l'émergence d'une collection publique exceptionnelle en France et en Europe pour le plus grand intérêt des visiteurs.
