Les collections ont été rassemblées à partir du milieu du XIXe siècle par la ville de Dinan. Un fonds de « curiosités » (collections minéralogiques, animaux naturalisés, sculptures médiévales) est acquis en 1850 auprès d'un Italien érudit, Luigi Odorici. A la fin du XIXe siècle, des dépôts de l'Etat sont venus enrichir les collections. Celles-ci s'élargissent, pendant le deuxième tiers du XXe siècle, de bois polychromes, d'estampes et d'une collection d'ethnographie. La nouvelle politique d'acquisition, menée à partir de 1979, cherche à présenter l'histoire de la ville et de sa région. Le musée se tourne également vers certains métiers traditionnels. Initialement, installé au rez-de-chaussée de l’Hôtel de Ville, le musée est transféré en 1908 dans le château où il demeure plus d’un siècle. Les exigences en matière d’accueil des publics et de conservation des collections évoluant, la Ville constate, au début des années 2000, que le château n’est plus en mesure de répondre à sa fonction de musée. Une étude, validée en 2019, préconise l'installation du musée en l’Abbaye de Léhon.
