La Ville et M. Bernard créent et installent le musée, en 1906, à la bibliothèque municipale. Pillé pendant les deux dernières guerres, le musée est reconstitué avec les pièces sauvées et de nouvelles pièces provenant de sites archéologiques. Désormais, cet établissement a pour vocation principale la sauvegarde et la mise en valeur des objets religieux dispersés dans les églises rurales, sans remettre en cause leur affectation cultuelle ou le droit de propriété de leurs légitimes possesseurs. Afin de protéger le patrimoine sacré des églises les dépôts ont été commencés dans les années 1990 : conventions avec les communes qui restent propriétaires. Sur 2.000 œuvres conservées, 30% sont des objets en dépôt issus des communes meusiennes. Les autres pièces de la collection ont été acquises grâce à des dons ou à des achats du Département de la Meuse.
