Plusieurs projets cohérents pour la création d’un tel musée apparaissent à Nice dans la seconde moitié de ce siècle. Le premier était lié à la restructuration de la Galerie des Ponchettes, projet soutenu par Henri Matisse et Pierre Bonnard, développé par le Docteur Thomas, puis par Jean Cassarini, première préfiguration du musée d’art moderne de Nice. La seconde hypothèse qui voit le jour, consistait à construire une aile moderne implantée dans le Jardin du Musée Masséna. Ce projet est abandonné pour réaliser un parking. L’idée est relancée au milieu des années 1970 avec la nomination de Claude Fournet à la direction des musées de Nice. L’ouverture de la Galerie d’Art Contemporain (GAC) et une programmation contemporaine à la Galerie des Ponchettes, proposent au public niçois une vitrine significative de l’art. En 1985, une convention signée avec l’État prévoit la mise en œuvre sur cinq ans d'un programme ambitieux d'achats d’œuvres d'art. L'aide financière de l’État apportée à la ville dans sa dynamique d'acquisitions, enclenche le processus de classement de la future institution au nombre des musées contrôlés par l’État. Dès 1987, un accord est signé entre la Ville de Nice et l’État pour le financement du projet architectural. Le musée d'Art moderne et d'Art contemporain de Nice est inauguré le 21 juin 1990. L'essentiel des collections concerne la deuxième partie du XXe siècle.
