En 1934, le peintre Jean Peské constitue une collection de tableaux exposés au sein de l’hôtel de ville. Mais à partir de la Seconde Guerre mondiale, le musée sombre lentement dans l’oubli. En 1967, un projet de transfert des collections au Château royal est envisagé, encouragé par le sénateur Gaston Pams. Ce projet ne verra malheureusement jamais le jour. Les années 1980 voient un nouveau projet émerger. Un groupe d’amis et de passionnés, Willy Mucha, Jean-Jacques Prolongeau et le mécène René Pous, arrivent à convaincre le maire d’installer le musée dans la villa Pams, achetée en 1981. Le 20 septembre 1985 est inauguré le nouveau musée « dans son décor de rêve méditerranéen ». Le musée Peské devient le musée d’art de Collioure. Les collections sont initialement composées de dons (Balbino Giner, Descossy, Perrot, Baloffi, Cocteau ...). Après l'ouverture du nouveau musée, une importante politique d'expositions temporaires d'art contemporain, ainsi qu'une politique d'acquisitions, sont mises en place.
