Ce projet naît de la conviction du Conseil départemental du Val-de-Marne, et de son Président, de 1976 à 2001, Michel Germa, relayé par son successeur Christian Favier, qu’un soutien à la création artistique, tourné résolument vers le public, concourt à l’épanouissement de chacun, à la connaissance de l’autre, au respect mutuel, à la cohésion sociale. Le fonds départemental d’art contemporain (FDAC) est créé en 1982. Le Conseil départemental du Val-de-Marne s’engage dans la réalisation d’un musée pour permettre la mise en valeur de ce fonds. Le musée ouvre en 2005. 2.500 œuvres composent la collection. Parmi elles, des œuvres d’artistes incontournables de la scène artistique, mais aussi des œuvres d’artistes émergeants, affirmant la volonté du MAC VAL d’être au plus proche de la création contemporaine.
