Les collections ont été rassemblées en trois temps. Au début du XXe siècle, Charles Portal (archiviste du Tarn, natif de Cordes) a essentiellement collectionné des éléments décoratifs provenant de maisons cordaises (sculptures XIVe siècle, portail XVe siècle, mesures à grains XVe siècle...). Des donateurs ont ensuite enrichi le fonds de petites pièces d'archéologie, d'objets d'arts et traditions populaires. En 1985, le musée rassemble des objets résultant de campagnes de fouilles de 1977 à 1985. Depuis juillet 2008, le musée est installé dans six salles à la porte des Ormeaux, dans la ville haute. En 2018 est ouverte une salle consacrée à la broderie industrielle du XIXe et début du XXe siècles.
