Créé vers 1860, le musée de Tourcoing est d'abord installé dans une galerie de l'ancienne mairie, située Grand Place. Les collections s'enrichissent grâce à Charles Roussel-Defontaine, érudit et maire de Tourcoing (1857-1879) qui favorise les achats, sollicite les dons et dépôts de l'Etat. C'est sous la mandature de Victor Hassebroucq (1861-1899) qu'est accepté le legs Roussel-Defontaine. Après la construction d'un nouvel Hôtel de Ville, en 1866, le musée s'installe dans les galeries du second étage. En 1931, le Musée des Beaux-Arts est créé, au 2 rue Paul Doumer, dans la demeure d'Albert Roussel compositeur, et cousin du peintre tourquennois Charles Roussel. Les collections permanentes sont aujourd'hui en partie présentées dans les serres qui composaient le jardin d'hiver de l'hôtel particulier.
