L’idée de créer le musée est née progressivement dans les années 1970, favorisée par les travaux de chercheurs et d’associations, parallèlement à la prise de conscience par les Groisillons de la fragilité du patrimoine unique dont ils ont la responsabilité, tout particulièrement dans le domaine de la culture maritime de ce qui fut le premier port d’armement thonier de France. La mairie de Groix racheta l’ancienne conserverie de thon Romieux, et confia en 1981 à un conservateur le programme muséographique de ce qui allait devenir un musée municipal contrôlé par la Direction des Musées de France, ouvert au public à partir de juillet 1984. Les collections, bateaux, maquettes, dessins et peintures, instruments de pêche, costumes, objets de la vie quotidienne, photographies anciennes, sont composées à 80% par les dons de plus de 350 familles de Groix (sur une île d’environ 2.300 habitants), et complétées par des achats, mais aussi parfois par la générosité de familles d’artistes qui ont œuvré jadis sur l’île.
