Deuxième musée créé dans le département en 1889, après celui du Mans. Le 10 novembre 1889, Charles Garnier, architecte de l’Opéra de Paris et enfant du pays, vient en personne inaugurer un vaste bâtiment recevant toutes les institutions de la commune : un hôtel de ville, un théâtre à l’italienne et un musée-bibliothèque à la fois populaire et savant. Le projet est ambitieux : conjuguer leçon d’art – à partir d’envois du Ministère de l’Instruction publique et de dons privés -, leçon d’histoire locale – à partir de la confiscation en 1792 des derniers vestiges de l’abbaye bénédictine de Saint-Calais – et leçon d’histoire naturelle – à partir des collections de zoologie et de botanique d’érudits locaux.
